We had a setup in which there were 3 random any's which were exclude town/mafia (any neutral role). One of them spawned as a stump (Did not get converted after), confusing the mayor since it made him think he was the only town member left when I was town.

first bug: why does random any exclude town spawn as stump?

second bug: why is stump still not listed as a preset-able role?
If stump is never going to be a preset-able role, it shouldn't have a win associated with it at all.
(I Never seem to get mason leader ever and no one seems to want to play cult vs mason, so I am short so few roles and if this prevents me from getting all roles, it will vex me greatly)

a replay would help a lot

other then that... if one of the players was on the Stump-list... i guess it would first give that player a random role like normal... and then turn him into an Stump?

i could be wrong... and hopefully am... but that would meam Stump-listed players could even become mafia or other evils... and then become Stump? there by removing an evil from the game?

it doesn't answer my questions... but yeah OP's question yes

as far as i understand from OP's question... he thought Stump could roll from a Town random...
the answer to that is no... Stump does not roll from any randoms at all

Edit: ooh didn't see OP's second question...
but to answer that... Stump is a punishment role... you can't become a Stump unless a moderator makes you into one (or you are on the Stump-list)... also... there is no "Stump win"
