For example, in player reports non-keepers+ shouldn't be able to use approved, on hold, ignored, audit, etc, and in suggestions, non mods+ shouldn't be able to use implemented, rejected, etc.

Pretty sure non-keepers/mods can't use approved, ignored or on-hold.

You sure? I didn't think keepers could (or should) be correctly able to put those prefixes in site suggestions
