It's probably that at least one of the targets/accusers in the lookout discussion is ventrilo. Makes little sense otherwise, claiming that they didn't visit would instantly incriminate them if Gyarados died and was revealed as lookout....

I am exploring the possibilities to fit the situation. To deny him would be to deny his results but I am not denying that the results he recieved were falsified by him.
