I don't suggest it cause my memory is disseving me and making me question if that is correct. I am pretty sure it is, but a small part of me is saying it gives both targets. :$

The Detective sees the first target as creed said. Technically, if i am not mistaken, that is the person he (bus driver) is visiting and switching with the second (bus driver) target
