I'm honestly having a hard time forming reads with all those lists every page and then all those discussion centered around those lists. On top of that I feel like this discussion leads to people not feeling pressure when they are on the top of individual lists.

I also really think that you should only include people you're willing to lynch in your actual cvote list, instead of listing down every single player there.
Putting someone on the 10th slot in your list puts him higher on the overall list than not including that person at all, if you count in all the votes coming from other players if I understood the system correctly, after all.

Not including some people in your list means you have no preference between them. In your example of putting someone on the 10th slot and bringing them up is more a reflection of all the other people's votes put together. But you're right in the fact that the higher you put people, the more likely they'll be pushed up.

Oh and just wait until you're at the top of the list. You'll feel pressure then. Whoever doesn't deserves to die.
