Bob, Jones and Tim are the Mafia and Funky is the Joker.

Funky finally dies and Bob picks up the contract list, getting himself a gun.
Bob shows the gun to his friends Jones and Tim and they're like "Whoaaa what a sexy gun".
A murderous grin paints their faces, until they realize it's only a single gun.
Now Bob, Jones and Tim have to discuss and elect who shall use the gun while that person won't carry the fancy FBI Spykit.
Bob and Tim decides that Jones shall ditch his spykit for the night and instead use the gun to murderkill some poor citizen.
Boom, someone got brutally murdered!
The next day, Bob and Jones think that it's Tim's turn to kill. Jones goes back to spying.

TL;DR:

A factional kill refers to the ability of swapping their initial role action for a kill action for that night.
Because it's a target ability, it'll be seen by investigatives.

As I said earlier, his attitude towards the game seems more Town than scum. He's been impatient, unable to wait for people to respond at times when the game is slow, and has really wanted things to be going fast which contradicts what I would expect from a first game Scum player. They are usually more shy and cautious.
