Slayer's only crime in this game is soliciting donations to a clearly fake PayPal account on Day 1 and Day 2. He always played to his objectives and ended up winning the game for his team. In terms of ingame actions, he did nothing wrong.

I recommend a Watchlist to remind him that solicitation is against the rules.
