If you're amnesiac and want to help town, THEN DO! Even if it's N1, you still can help as a vote and as a bonus opinion, which we might agree.
It seems like in either way he's scum, if he's amne, he acts like he's gonna pick a mafia role and if he's not amne, then he's scum, because wanting a neutral read isn't towny.
