No it's not, and it resets the inno lynches count. Which means that we can lynch him tomorrow if we mislynch today. Also, I see 0 reason for a neutral to CC #2 at this point. We know that there's 1 bomber who obviously won't claim neutral. CCing as town would be throwing, CCing as scum would basically guarentee your death, while maybe bringing a neutral with you. And if #2 is lying, well he'll just die later, and unless there's an exe on #2, no neutral would want to CC him anyway. There is no disadvantage to that plan.

...Yeah, basically, which can be done as any alignment very easily if the player is experienced and therefore will look like town play to some people because town would play exactly the same. Voss himself said that he would get neutrals to claim as any alignment, earlier in the game.
