If there was intent, absolutely. But I don't think there was intent. Furthermore, only the VETERAN lynch would be considered punishable.

Additional Notes:
I'm not sure there was intent here, which is the core thing we punish. He absolutely made poor lynch choices, which ultimately cost town the game, but it's not gamethrowing to lynch a neutral(even if he is supporting you), and most of our gamethrowers will taunt in some way, which he didn't. Being bad at the game, especially when he's possibly never played before by his not having a bank, is not a crime.

Meanwhile, the AGENT did throw his buddy under the bus and while it wasn't acted on, and Mafia didn't win the game, he did try to throw.
