So one person told me that I need to ask for prefer whitelist cus I got my points faster than other people (about 1-1.5k at most by re-achieving achievements which couldn't been restored from EU). So I have over 20k points now but prefer feature doesn't work.

Sorry, no such thing. If you have 20k points, you have prefer. There's no whitelist or anything for that. Make sure you are typing -prefer in lowercase, and that each role name is separated by a comma and space, no special characters. If you have a non-US keyboard sometimes they sub nonstandard ASCII characters.

I can see in your replay blacklist is working fine... prefer follows the same rules.
