I think the possibility of four of the powerful roles might put scum at a disadvantage. Obviously it isn't confirmed how many there are, but to an extent I think 4 would be a lot. In the first day, any lynch could happen whether on scum or not. Assuming that the Detective(s)/Lookout(s) are both alive, they have two chances to catch scum. 1.) if detectives follow the right people or 2.) if the lookouts watch the right people. So, if one of the scums are lynched day one of day two, which seems very likely, I would see the potential of a 5v1 or a 6v1. If it comes to this case, then the Detectives/Lookouts can limit suspects. If the Student is dead, the Serial Killer is likely going to have nothing to fall back on. He will either choose to attack and maybe get detected, or or not attack and get caught by POE. The entire thing is situational, anything with a combination of Escort/Doctor Doctor/Bodyguard and Doctor/Bodyguard would be highly disadvantage The Scum faction. Even with an Escort, they could get the killer day one and stop killings until enough evidence would be assured.
I don't know how well I explained this, but it really is situational. Only thing I can think of to balance it would be maybe Take away one of the Hidden town slots and replace it to citizen, and then take citizen out of the Hidden town.
I could be wrong as I don't have a terrible amount of experience. I'm just going off of what I'm looking at.
