Why disable last wills? To me, it seems to punish town lying.
In a vanilla game with one Cop-type role (Sheriff / Infiltrator), last wills are commonly disabled to prevent the Cop from staying under the radar, clearing a bunch of players, and essentially deciding the game very quickly upon the release of his information (in terms of being able to clear 2-3 players in what is a small game). Essentially, if there are Mafia, the Infiltrator is a named Citizen and vice versa with a Triad game and the Sheriff. In this type of game, last wills are too powerful for the Town and allow the Cop too much versatility. Instead, the Cop is forced to be very careful about being night killed / timing the release of his information before then, or else that information disappears.
