The punishment Arrow implemented before was correct. It was punishing Jacob and not Psychosis. Jeremy gets a 1x watch list for 2nd offense and Psychosis is on hold.

I'd like to appeal this "On Hold". Psychosis here. The "choo choo" was purely trolling (and I had no intention to leave, I decided to troll to see if the guy that initiated it would actually follow through it), but once players started to leave, I did leave, as I prefer not to play an incomplete game. The replay is buggy here, because it only the moment ISIS left, but I believe I was the third to leave. Also notice that previous decisions on numerous reports are clear that only the first player to leave in a leave train is at fault. See this one, for example:

On-Hold reports are not crimes in their own right. The crime has a lack of any strong validity, kind of like a referee's call on the field that goes into review. As such appealing this On-Hold would be pointless.

In other words, the appeal is denied. Should any future report come up it can be looked at more thoroughly to determine the next report's action.

Appealing on hold is not pointless. If they commit a future crime, it will be held against them. So, wouldn't it make sense to grant an appeal if something goes on-hold? Means the report was successful.
