No i dont think it counts as a killing role, I know on Random Neutral there's an option to "Exclude cults" but im not sure if that option is on Basic Neutral.

Theirs an old thread somewhere around here about how you could trick force cultist in by having a basic neutral who excluded killing roles and excluded benign roles. Forcing Cultist the only non-killing/evil basic neutral role. Its just one way of putting cultist in without having people spam hate you to take it off at start of game. Not that I have ever had that happen, everybody loves cultist lol.
