Society should be allowed to make the choice to dumb down. The best solution is to do as much science as possible and (1) Inform people about what they're potentially getting into, and (2) Work on trying to curb those effects. But for me it's an informed choice issue, where the "informed" part matters but not as much as the "choice" part.

To be fair there's a lot of information - most studies show basically no health issues associated with moderate marijuana smokers (though I think mouth/throat cancer risk is somewhat raised for heavy smokers). There was one a little while back that showed it reduced IQ growth for smokers under a certain age, but that study came under fire by at least a few scientific groups. As far as like the "dumbing down" things goes, I think that's less measurable. Also I think it's false, but I don't really know a large number of smokers, so my sample size is a little small.
