Why not allow the witch doctor to either heal or 'concoct'.
Using the 'concoct', the WD is allowed to heal two targets the next night, but sacrifices healing the target on the night it concocts.
Using concoct may result in a 50% failure of conversion, meaning you could get one cult, two cult, or none. Also it would mean that players who aren't transformed could be mafia, making the game more interesting.

Roles with changing night actions and buttons are difficult to pull off. This change will not be done.

It's a technical issue that makes it borderline impossible. Now, knowing that, why would you want us to put in a, basically needless, alter to a role that already exists that would take about as much time and effort as implementing several entirely new roles.
