Regarding tourney rules, I think that banning the broken 5 COs (Grit, Hachi, Colin, Kanbei, Sensei), and using league maps would be best balance wise.

A 1v1 tourney would probably be superior to the previous team game since it won't take up to 5 days per turn.

The problem with Javier isn't his indirect defence, it's the fact that he becomes broken-tier if he gets more than one com-tower.

Basically, if someone rolls Javier, they need to be eliminated before they can take another player's tower, otherwise you're pretty much against a Kanbei with normal-priced units.

Voting shows clear and blatant skyping between Kafungalung, xtban and Bigrick (who are all adjacent). Kafungalung knowing Bigrick's actions is the icing on the cake.

I think this would work much better as a mafia role with limited charges, since most of the time it will be blocking investigative and protective roles, which are exactly the sort of role which mafia would want blocked.

Also, unlike town, most of the roles mafia wants blocked are NOT block immune.

Day 1: Learz role-quits as Lookout, apparently because he had yet to win as that role (he used -alist). Sleepybyz is then trialled randomly, and fails to defend himself. When lynched he outs player 2 (the Godfather) as mafia. Player 2 joined in on the vote on Sleepy, but voted innocent.
Night 1: A sheriff checks player 2, and returns Mafia (bug?). Godfather is immune to detection, the sheriff was not witched, and the Godfather was not bussed. There was also no framer. Sleepy's dead chat appears to show he outed player 2 because player 2 helped vote him up.
Day 2: Godfather lynched. When lynched Slyypybyz abuses the GF.
Day 4: Last mafia lynched.
Day 6: Town wins.

Further Analysis
His actions clearly got the Godfather lynched (although a bug which made the sheriff detect the GF contributed)
Ordinarily a partial game-throw like this would be less severe than a full game-throw, but his abuse of the Godfather at the end suggested malicious intent.

Firstly, I love the idea of having another role which can only spawn from the Mafia Killing slot, as it allows for a lot more diversity in saves.

However without a timer on the kills (that is, allowing the Chef to kill instantly), it essentially becomes a vigilante for the mafia. A key part of having night-immune neutrals is so that the Mafia will actually have targets that they will need to lynch, and cannot simply kill at night. This might be addressed by making the target die a day after being poisoned, however doctors might need to be able to heal players who have been poisoned, and also a notification that a player has been poisoned might be useful. Although that might alter the role too much from your original idea.

Also, cooldown based roles tend to work much better for neutrals, as a cool-down is not very conducive to team play. Charge-based would work much better for this. A charge based system also means that the Mafia will need to conserve shots, rather than being able to spam it blindly from night 1.

Finally, the investigative pairing is off, because having two evil roles for one town role will lead to far too many mis-lynches. In general Mafia roles should not share a Neutral investigative pairing. Maybe it could be paired with bodyguard, simply because it is out of place with escort/consort.
