I'm assuming Lenin's protege is the person he chooses to chat with. Lenin's nightchat protege gains his abilities, does that include the Heat Action? What if his protege was a Mafia role? In my opinion, just having the night chat is good enough of a heat action.
How many times can the Gulag Officer torture his PO? Please give me a full list of possible information that can be extracted from torturing.
Auto-vests on a Spy/Vigilante town role seems quite OP, to be honest. I recommend changing Trotsky's heat action to give manual vests instead, so he has to decide between offense and defense, rather than getting both.
A lot of Town roles have potential to convert into the Mafia (or to American Reporter then Mafia). This isn't very fun to play against, nor is it fair. If you want a role to convert to the Mafia, you should have it start out as Neutral first. Having it take up a Town slot is too devastating.

Your header says this is a 12 player game, but I count 13 in the roles list. Please correct this.
Also, please make sure the answers to my questions are somehow incorporated on the original posts. Stuff like "Guns can not be used with night actions" should be listed on a role card or mechanics.
In my opinion, all Heat Actions are so strong that making them able to be used more than once makes no sense, even if there's a day in between. Please nerf the multi-use ones a bit or make sure they can only be used once.
I'm fine with you having a role that converts into Mafia, but two of them is excessive. They also take up a Town spot to begin with, which is extremely powerful.
Consider the starting 3v8v2. There's no lynch, and that night Mafia takes out the Sleeper Agent (converting him) and Stalin kills a Town. The next day will be 4v6v2, which is basically MYLO on day 2. This isn't even considering the possibility of a the Anti-Communist Agent adding another potential Mafia member. I recommend making sure the roles that can change into Mafia begin as Neutral, or remove one of them

Leon Trotsky could use some balancing and clarification.
Is being able to see Mafia targets a passive or active ability? (Passive meaning it activates without him needing to PM the host, Active meaning he has to tell the host he wants to use it)
If it's a passive ability, you should take away his survivability because it would be OP to just be able to read Mafia's targets while vesting.
In my opinion, you should rework the spy aspect or make it so it's an active ability with a limited amount of charges.
For the Anti-Communist Agent, does he PM you during the day or night to use his ability? You have it listed as night, and I wanted to clarify because nights are only 24 hours and if the target is received at night, there isn't a lot of time to send out the interview notice.
For the Premier's Entertainment, it's alright to have Leon/Lenin not be affected by the roleblock, but they shouldn't be able to confirm the Premier's identity too, because that's confirming a town power role and quite overpowered.
Also, you have two non-town roles that can essentially skip a day by banning all votes (Stalin and Fidel Castro). I'm not sure if that's intended, but it's excessive. I'd try to limit that to only one.
