Arsonist not detectable?

I just finished a game as Sheriff. When I tried to check the Arsonist player at night, the description came back, "The target is not suspicious." Is this intended or a bug? I don't see why the Arsonist should be a non-detectable role.

You had the detect arsonists option turned off.
