Uuummmm I haven't really watched that much of GITS or the movies, but I can say death note is one of the good animes. It's pretty popular among the fans. However, it has a darker feel to it. There is also like the suspense and such of the detectives trying to catch the bad guy and you are trying to see what Kira is going to plan next. There's some loopholes thrown in there that change it up so you don't really know what is going on in his mind or what will happen next (in a good way).

tl;dr yes I would recommend for any anime fan to at least check it out. It might not be your cup of tea, but is generally well liked.
