Pre-emptive answers to your questions (before you ask them):
Q: Can the time manipulator manipulate himself?
A: Yes

Q: What happens when the time manipulator manipulates himself and is role-blocked?
A: The Manipulator goes first, and therefore "postpones" the blocking to the next night.

Q: Is there any limit on what actions that can be postponed?
A: No limit

Q: Does the time manipulator slow down investigation reports?
A: No, the TM only slows incoming events.

Q: Can role-block negate Serial killer night immunity?
A: Yes

That should be everything.
Post here if you have more questions.

Considering; but wouldn't the mafia be unable to kill? Lol

In FM and M-FM, mafia can send any role out to kill. Eg. consort can choose to kill or block.

Some Questions:

Will framing be delayed by the Time Manipulator?

Why are there investigation results for the Investigator, if he isn't in the possible roles for town list? Is Sheriff meant to be the Investigator? (Sheriff isn't in the Investigation results)

Shouldn't be framing be added to the Order of Operations in between 2) and 3)?

Can the Mafia doing the killing still use it's night action (framing/role-blocking/investigating)?

What effect has framing on the investigation results?

Can Doctor target himself and survive an attack the next day, if and only if he got manipulated the night he targeted himself? (Hi, tomorrow-me! Just checking by to save your ass.)

Perhaps you might want to consider all the weird interactions that might come up with the Time Manipulator in this setting and clarify them, as the description in the role suggestion thread is rather sketchy.
I'll try to point out a few off the top of my head:
Is his ability a day and/or night action?
If it is both a night AND a day action, how long does he have to wait until he can use it again?
How long is his ability in effect?
(Can he be seen by lookouts?) - not relevant to the setting

It's Consigliere btw

Answers:
1) No.

2) I forgot to remove the investigation results when i removed the invest. :shy: thks for pointing it out tho.

3) Being edited in at this very moment.

4) Absolutely not. The Mafia has to scour every building to make sure they hit the right person.

5) As there are no investigators, it should be obvious that its the innocent guilty ( guilty result instead on inno result)

6) The Doctor cant target himself in the first place. No role can.(TM excluded)

With regards to the TM questions,
1) Yes. The dude you have just lynched will mysteriously escape it and be hanged mysteriously the next day.

2) I should have clarified this one. His ability has a night/day cycle in this setup. ( target player X and if he get lynched the next day, he gets lynched on the following day instead.)
[Simplified ver: TM visits X on night 1. X gets lynched on day 2(the next day). X suffers lynch death on day 3 instead.

3) Read the role list. He can use it as many times as he wants, with no delays, except that he can't use it on the same person twice in a row.

4) One night and One day.

5) If we had a lookout, he would be seen.
