Maybe you are correct. A deluge of untested new players and known lurkers. Growth is too fast for their own good.

You need not to max out the player numbers to cater for the demands you know. Even 13 players will work if you want to try new game mechanics. More players just means that there is a higher likelihood of {insert insults} players who will spoil your game. And you can't really expect the usual cast to join all the time.
