Yes. It's normal. That already has been treated in several "bug" reports. Scumbag has no achievement nor win screen yet, but someone is working on it. It is because Stumps/Scumbags were implemented rather recently, to stop scums becoming town just because of a neutral EVIL role...

Btw you don't get witch first win/solo win achievement if it happens.

What you do get is 25 points for winning your first time as a Scumbag. Multiple times. I've gotten Scumbag first win bonus like 5 times.
