Mayor vote options bug

My save slot scenario won't start up unless I check all the mayor boxes, so that he ends up with 2 votes, 3 votes, 4 votes, and doctor can't save all checked. Normally I have it set to 2 votes and doctor can't save. But it tells me the mayor vote options are invalid unless I check everything.

I was just going to report this. A game couldn't start because the mayor options wouldn't work. Not sure why seeing as I've seen mayors in other games, maybe it has to do with the save slot.

also even if i select random town and eliminate power roles which i tried it still gives me the error
