How does the Mason Leader work?

it says converts civilians. Am i to assume it turns anyone on the town side into a mason? or does it give them the mason ability to talk at night?

Or by civilians does it mean only citizens?

Yeah, I tried several times to get a game going with the Mason Leader, but the great unwashed refuse to play a game where they might not be able to click a button at night.

It's a shame because once Cultist is in, a potentially great setup would be Mason Leader, Mason, Cultist, Sheriff, Godfather, Mafiaso then 8 hapless citizens for them to fight over.
