when enough people type -repick, who becomes the person that gets to set-up? is it randomized or does the 2nd person who joined the game become host or w/e

I have a good feeling it is points based. I tend to become host when I join any lobby that is repicked. Not 100% sure but this is what I think it is.

But yes repick does heavily favour players with more points.
