Masons not replacing mason leader?

I saw this in most games , masons just stay as mason even if the setup says they will replace mason leader

You only become mason leader at the start of the night, meaning if a ML is killed during the night, it will take until the next night to actually become ML.

Also, if there is no ML to begin with, then the Masons will never become ML.
