bug? 2 random towns. 1 escort, 1 mason

I thought that only 2 masons would be allowed.

I started a game with 2 random towns. (exclu. Citizens)
one died as a mason, and immediately left once he was killed.
the other, won the game as the escort.

but I was thrown off the entire game because I thought that the game would always have 2 masons.
Even if they were randomed

Is this meant to be? or a bug?

There is a small chance for one mason. There is not much I can do to prevent this without a really annoying painful solution that would take me a shockingly long time to do for something so seemingly simple.

Amendment: I found a way to do it that took only 1 hour to do instead of 3.

Well, thats one hour that could be used on something else, I just felt that this was a small bug

Does that means 2 random towns = 0 or 2 masons now, and never 1? That's great news.
