TL;DR:
No one gets a night action PM, instead, all PM's are posted in the first post of the day in random order. One citizen is actually a PR and one PR is actually a citizen. Have fun!

I now believe I have enough people to start this. I'm gonna wait until I'm sure I have night chats working before I start the game. I may start it as early as tonight, but I may have to wait until tomorrow morning.
