This rule will be applied subjectively. For example, if you make a smurf purely to troll people/do anything to avoid infractions on your main account, when the smurf gets inevitably banned, so will your main account.

Breaking FM rules has always had repercussions for main accounts (see past FM game throwers like KP or Claw).

As for breaking forum rules, most FM accounts are restricted from normal forums. But site rules still apply for those exempt.
