Allow us to choose how much rep we give people

To address the OP, this might be a good way to help stop the inflationary rep spirals that have been going on. I agree to having this implemented, if it's not too hard to do. It's not really a priority or anything, though.

The amount of negrep they can give would be limited by their rep power, so the situation you described couldn't happen.

Yep. You can +rep up to your full rep power, but you can only -rep to half your rep power.
