If you click on "Quick reply/submit reply" button twice, it will take you to the "New messages have been posted, would you like to revise your message?" screen.

At least, in the forum mafias.

nope, not sure what you are talking about.

there's an option to disable this, y'know?
It was suggested by me...

go to settings -> general settings -> scroll all the way down -> put "do not check for new replies when posting"

It's because the first time you clicked it, you posted, thus the second time you post the system tells you someone has already posted(you).
I don't see how this is a bug.

It's an issue that occurs sometimes if your connection flakes out while posting.
