Can we remove solo Mason?

Not sure how hard it would be to code, but when Mason is solo because of Random Town he's essentially a citizen without a bullet proof vest, who gets less points than him for 0 upside. Really sucks

It's a low chance. Really, Mason rarely appears alone.

It is, however, essentially unavoidable that masons will sometimes appear solo. When it happens, though, it's interesting because the town doesn't necessarily know how many masons there are.

Programming it so that only pairs of masons spawn would be rather problematic.
