Solution to accounts created to spam other FM sites.

I was browsing vbulletin and found this: Require X Posts To Use PM System (http://www.vbulletin.org/forum/showthread.php?t=136254)

I think that if X = 1, then unapproved accounts wouldn't be able to send out spam PMs to members, since they are unable to post until approved.

I read that it is possible to add PM restrictions to usergroups.
Admin could possible add a restriction to the unverified users to limit them to ZERO PMs until they are verified.
This could possibly be a fix instead?
